CarCareTruth's Analysis
Last reviewed May 25, 2026
TL;DR Converts moderate surface rust to a stable flat-black paintable layer — 11,106 reviews at 4.7 stars confirm reliable conversion after wire-brush prep, no media blasting needed. Paintable with oil-based enamel after a 24-hour cure. The DANGER signal word reflects H317 skin sensitizer, narcotic vapors, and Prop 65 components; required-tier respirator and gloves are the chemistry basis.
What it is and how it performs
This aerosol uses zinc phosphate chemistry to convert iron oxide to a flat-black iron phosphate layer. Prep is minimal — wire-brush loose scale, let it dry, and apply; dwell time is 20–40 minutes to tack-free with a 24-hour window before topcoat. Community results on typical surface rust are consistently positive. Designed for oil-based enamel topcoats; urethane clearcoat compatibility has not been independently confirmed.
Who should buy this — and who should skip it
The right call for a home mechanic treating surface rust on body panels, undercarriage seams, or tight spots before repainting — the aerosol format handles overhead and hard-to-reach areas where a brush-on would drip. Skip it for large-area work where a quart of brush-on liquid converter is more cost-effective, or on metal with visible thickness loss — converters stabilize surface rust, they don't restore metal that has thinned.
Safety and environmental impact
The DANGER signal word is driven by H317 skin sensitizer, H336 narcotic vapors, and H351 suspected carcinogen; H222/H229 add extreme flammability risk. Required-tier respiratory PPE and chemical-resistant gloves are the SDS §8 basis; apply outdoors or with full cross-ventilation. Prop 65 warning applies.
Frequently asked questions
Is this a phosphoric acid rust converter?▾
No — Rust-Oleum Rust Reformer is a zinc phosphate formula, not a phosphoric acid formula. The active converter is zinc phosphate (CAS 7779-90-0, 0.1–1%) confirmed in SDS §3. Zinc phosphate reacts with iron oxide on the surface to form a stable iron phosphate complex; it does not work by acidic dissolution. This chemistry is less corrosive than phosphoric acid formulas, which is why there are no H314 (skin corrosion) or H318 (serious eye damage) codes in the SDS §2 mixture classification.
Why does this product have a DANGER signal word if it's not a strong acid?▾
The DANGER signal word is driven by four health H-codes in the SDS §2 mixture classification: H317 (skin sensitizer Cat 1), H319 (eye irritation), H336 (STOT SE narcotic effects from solvent vapors), and H351 (suspected carcinogen Cat 2 from carbon black and ethylbenzene). The flammability codes H222 and H229 also contribute to the DANGER label but are a fire hazard, not a biological health hazard.
Do I need a respirator to use this?▾
The SDS H336 narcotic classification in an aerosol format supports required-tier respiratory PPE. Apply outdoors or with the garage door fully open for cross-ventilation. An organic vapor cartridge respirator is the SDS §8 specification for conditions where airborne concentrations may exceed exposure limits — relevant in semi-enclosed spaces.
Can I paint over Rust-Oleum Rust Reformer?▾
Yes — the manufacturer specifies oil-based enamel topcoat applied after a 24-hour cure window. Community reviewers confirm oil-based and Rust-Oleum 2X Automotive Enamel adhesion. Urethane clearcoat compatibility is not well-documented in independent community testing — stick to oil-based enamel topcoats if adhesion is critical.
Does it work on deep pitted rust?▾
The aerosol delivery limits penetration into deep pits. For moderate surface rust after wire brushing loose scale, community results are consistently positive. On heavily pitted or scale rust, a second coat is commonly recommended; reviewers treating structurally compromised sections report incomplete conversion at the pit base. The aerosol covers about 10 sq ft per can — expect to use multiple cans for a full frame rail or truck bed.
