TL;DR Converts surface rust to a black polymer coating that holds under primer and topcoat per owner community follow-up. Wire brush, spray on, wait 24 hours before priming. DANGER is health-driven (H331 toxic if inhaled, H318 serious eye damage): wear safety goggles and an organic vapor respirator. Not for exterior sheet metal.
Spray on and rust turns black within minutes; no sandblasting required, just wire-brush loose scale. Confirmed paintable with oil-based primer, rattle-can enamel, and epoxy primer. Solvent-based primer is required before latex topcoat. Brush coats leave strokes that need sanding before priming. Coverage is the format's main weakness: roughly 12 square feet per 10.25 oz can, well below liquid alternatives per quart. Application temperature range is 50-90 degrees F on surfaces below 200 degrees F.
Built for surface rust on undercarriage, trailer frames, truck beds, and agricultural equipment. Skip it for exterior body panels (the label says this explicitly), or large-area work where a quart-format brush-on goes much further per dollar.

The label specifies a solvent-based primer or sealer before applying latex paint, so it is not directly latex-topcoat-compatible without an intermediate solvent primer layer. Allow 24 hours of cure time before priming. Brush-applied coats may leave stroke marks that need light sanding before topcoating.
Permatex explicitly states on the label: NOT RECOMMENDED FOR AUTOMOTIVE EXTERIOR SHEET METAL REPAIRS. It is designed for undercarriage, truck beds, trailers, agricultural equipment, fences, pipes, and valves. If you need a rust converter for a body panel or exterior repair, look at products specifically rated for that application.
